There is an initial shot of Hawkins lab featuring a camera tilting down from space. Furthermore, a later tracking shot shows faceless government agents listening to phone calls. The mise-en-scene of this shot is full of smoke, to keep the period consistent with the 1980s. The 80s in USA were a time following the release of secret government files and the time of production of Stranger Things, saw the first term of president Trump.
